No. Apple only signs OTA (Over-the-Air) updates for 6.1.3 on the A5 chip. You cannot get 6.0 or 6.0.1 unless you saved your SHSH blobs from 2012. If you did not save them back then, you will never run 6.0.0 again. Scenario C: The "Fake" Downgrade (Themes) Search YouTube for "Downgrade iPad mini to iOS 6 no computer" and you will see videos of people using a jailbreak tweak called "iOS 6 Theme" (from ModMyi or Six (LS)).

This is not a real downgrade. It just skins iOS 9 to look like iOS 6. It runs just as slow as iOS 9. Ignore it. The iPad Mini (1st gen) shares the same A5 die as the iPad 2. The iPad 2 has a known exploit: a 24Kpwn in the bootrom. Because Apple reused the same bootrom for the Mini, the Mini is also permanently vulnerable. This is why the downgrade is "verified"—the hardware flaw cannot be fixed.
